Client Objective
Design and develop a user-friendly website that would enable the Council on Children and Families to easily gather and share critical information on the health, education and well-being of children and families in New York State. Part of the challenge was to design a solution that would serve the needs of a widely diverse user base, ranging from the casual public to full-time researchers to agency professionals. In addition, users should be able to display information in numerous formats including tables, graphs and line charts as well as tailor comparisons between counties, states and major metropolitan areas in New York State.

An intensive collaboration between the client and Cogent's designers and database programmers resulted in a design that integrated an ergonomic and people-friendly interface with a sophisticated and robust SQL Server back-end, modified and migrated from the original Access 2000 database.
Cogent’s solution included a graphic user interface that intentionally funnels visitors directly to the data. Data retrieval is facilitated by a combination of custom and pre-defined queries. Tabular data, when applicable, is presented as bar charts to allow for graphical representation of the data. Links to data sources and narratives are always present to allow users to learn about the data origin and significance. A number of data tools, including interactive maps, motion, line, and bar charts, allow people to further explore KWIC data. The site makes it easy for people to share important data about the wellness of kids in NYS with their social networks
An administrative area is available to the Council to edit the database content as well as assist them in the creation of the KidsCount Databook (a hard copy version presenting a limited set of data). The data providers to the Council can also add additional years of data to the system through their own admin area. This data is entered into the database and the Council is notified via email that new data has been entered but is not live. After the Council has reviewed the data, they can then activated the data set using their admin area.
