The New York State Office of Mental Retardation and Developmental Disabilities listed over 200 training courses, averaging 2,500 people on waiting lists for classroom-based training programs. In addition, workers who were sent off-site for training were not always receiving training and evaluation that was standardized among their peers. The client issued an RFP to resolve these issues.
Cogent was awarded this project as the result of a competitive bid process. Two teams, working in parallel, were put in place. The first team worked with the client to develop a systematic approach to converting existing classroom instruction to online curricula, the second team, led by eSocrates, Cogent's project partner, customized their existing Learning Management System to meet the client's hardware and software specifications.
The development process culminated in a pilot project to evaluate the effectiveness of the online learning by comparing cognitive and affective feedback from two groups of learners. Each group was presented with the identical curriculum, with one group learning online and the other in a conventional classroom setting. It was discovered that the online instruction was just as effective as classroom instruction, with the additional benefits of online learning being that the instruction was now standardized and could be distributed independent of the time and place limitations of classroom led instruction. |
