The New York State Office for the Aging (NYSOFA) was collecting data in paper form from 59 counties on a quarterly basis. The data was then manually keyed into a SQL Server database that resides behind the firewall of the NYSOFA network. When their data entry person left the agency, NYSOFA saw an opportunity to both reduce rework and improve the quality of their data by creating an automatic system. Of major concern was that the on-line system would closely resemble the complicated spreadsheets and forms which NYSOFA program staff spent years developing and training county agencies on their use. |

The quarterly Consolidated Area Agency Reporting System (CAARS) has now been transformed from a paper system to an on-line data entry system. Instead of re-keying data submitted by the county agencies, the data 'once approved' is directly exported from a mirror database to the existing NYSOFA database. Rather than try to re-create the existing forms in HTML as an interface, PDF 'Smart Forms' were used so that county users were filling in exactly the same form that they were used to filling out in a paper format. In addition some simple data checking was added to the application so that county users could identify and correct errors before sending their information to NYSOFA. |
