Client Objective
The existing on-line reporting system for the Health Insurance Information Counseling & Assistance Program (HIICAP) was exhibiting some reliability problems. In addition it was created in a non-standard programming language that made it difficult for agency staff to maintain and modify. The system is an important tool for counties to track their interactions with clients as well as to report to the State and Federal oversight agencies that provide resources for the program. NYSOFA staff sought to replace the system with a new one that would be easy to maintain and modify as well as to make improvements to its functionality for county users.
Profile
A streamlined, more robust system was developed. It retains much of the look and feel of the pre-existing system in order to make the transition easier for county users. New features were introduced including a 'search beneficiary' function allowing counselors to find information more efficiently.

Cogent staff participated in a pilot group of users from across the state to understand and respond to user concerns and suggestions in designing the replacement system.
